Add monitoring so that we can view, query and visualise the logging. In the European Weather Cloud (EWC), Prometheus is supported.

Look into Prometheus with plugins for:

Postgresql
gRPC
FastAPI https://github.com/trallnag/prometheus-fastapi-instrumentator
