Under heading Hardware recommendations

It is recommended to have at least 4GB of RAM available to build EVerest.
Note
EVerest can also run on much lower hardware specifications if needed. The reason for this is that the module configuration is very much defining the RAM requirements. About 128 MB flash / RAM should be seen as an absolute minimum requirement.

Besides these recommendations, a typical EVerest should meet the following minimum requirements:
CPU recommendation: Single core ARM 1 GHz for ISO 15118 resp. dual/quad core for display
RAM: 1 GB (2 GB recommended)

There are 3 type of hardware recommendations

(1) built process - 4 GB More CPU cores for faster built process
(2)minimum requirements: single core - 1GB/2GB dual quad for display
(3) EVerest can also run on much lower hardware specifications if needed 128 MB flash / RAM

Question
(a) are spec at SL 1 & 2 for built process only ? if we do built process on window / Linux based PC in virtual env then then 4 GB / 2 GB RAM & multicore processor is not required . As per (3) Hardware configuration of quad core CPU 1 GB RAM & 8 GB flash will do. like

and can we use its display port & associated 5/ 7 " TFT display ?
we can add all other peripherals required like CAN , PLC , NFC , 3G/4G router / modem
