Support editing metadata Responsible Parties

Description

As a catalog author, I want to edit Responsible Parties in regard to metadata.

Acceptance Criteria

• responsible-parties can be edited and saved within the React library
• After saving changes, the responsible-parties field is sent to the REST API following the specification using the best available method

Proposed Solution

It is likely best to either (a) add new routes to the API specification to support metadata editing; or (b) use the PATCH /{documentType}/{id} routes
