Adding Assamese translation for #HOWTO.md file

This feature request proposes adding an Assamese translation of the HOWTO.md file to make the contribution process more accessible for Assamese-speaking developers.

Benefits:

Increase accessibility for the Assamese developer community.
Encourage a wider range of contributors to participate in the project.
Foster a more inclusive development environment.

Proposed Approach:

Create a new file named HOWTO-as.md alongside the existing CONTRIBUTING.md file.
Translate the entire content of HOWTO.md into accurate and clear Assamese.
Update the HOWTO.md (English) to include a link to the Assamese translation (HOWTO-as.md).

We welcome any feedback or suggestions on this proposal.

Our policy has been to not add doc translations for a language before a resource list for the language has been created. Will leave this issue open until we have assamese lists
