Unable to craft handmade gun.

On the most recent round (2023/05/13 approx 20:00 PST) me and Sly_9sky were unable to craft a handmade gun.
We both tried various methods of creating the gun assembly, Each one states to "Apply a tool with welding quality 10" however no tool we use works.
Welders will use fuel as though they are being used correctly, but not move onto the next stage of crafting.
I tried various methods of creating the assembly, both with and without admin commands, and we used different tools, both with and without mods, but the bug persisted.

I had no issues doing this for a good few rounds regularly now

Made one both yesterday and today, And didn't encounter this bug either. I believe the changes coming from upstream will make it irrelevant anyway, but I'll leave this open until the merge is done and I confirm that.
