Button to clear existing id file

Is your feature request related to a problem? Please describe.
Occasionally, the ballot file needs to be cleared when setting up a new box after testing.

Describe the solution you'd like
The ideal solution is a button on the highest level screen prior to being in the scanner mode. This should NOT be accessible at the counter level. This likely should require some time of security login as well. The simple solution would just be a button that deletes the file for now.

Clear Existing is probably the nomenclature for the button.

After talking it though, we are thinking a specific QR code. It would also double as an initialization feature. Have had some issues with the scanner not getting picked up
