Is there an existing issue for this?

I have searched the existing issues

Current Behavior

The enumeration in Python for the ReportingUnitType is not matching the spec that is being used.

The town value is missing.

Expected Behavior

The town value should be included.

Steps To Reproduce

Look at the enumeration.
