Is there an existing issue for this?

Suggestion

The Election Record and what needs to be included should be isolated in the Specification to refer to exactly what classes and files should be loaded. This will be a definition of the folder structure and files included.

This is handled currently in the ElectionRecord.md file but this needs to be expanded upon.
