In the case that the user is recovering a wallet from a device backup (the wallet database is present but the seed is not present in the keychain) a provided seed should be checked against each key; it is a valid recovery if it matches any key; if it does not match, then the existing keys can be used for FVK-only account purposes and the provided seed can be recovered as normal.
