Description and related issues -
We need to which users are editing APDs. We can use this for auditing, but it will also be needed for the new APD cover page.

This task is done when…

  • a list of changes to be made

Discuss at dev sync:

Should be stored in postgres. Possibly have a editing session cookie that would track when they started and when they stopped.
