[FEATURE]: Pledge step (№2)

Description

As a CC3 adopter, I want to see the standard pledge language and have a chance to review it before continuing, so I can understand the core importance of the pledge to my code of conduct.

Proposed solution

All the language for the CC3 modules will be displayed in a textarea-like component -- in this case, we should use the same component as the following two steps, but it should not be editable by the end user. We may also want to include helper text indicating that this pledge language is not editable/modular, along with possible motivation as to why.
