Local Records to save total time on multilap maps

EvoSC should detect if a multilap map is played and save the local records accordingly.

To explain a bit further:
Current behavior is TM2-like/Dedimania-like, where only the best lap is counted as record. This is fine for maps where the route stays the same between laps, however there's several maps in TM2020 where the route is different between lap 1 and lap 2 (see https://trackmania.exchange/maps/46411/multivitamin-mtc as example), so they want the full run of the map to be counted and not just the shorter lap.

Suggestion:
Check Script Mode setting "S_ForceLapsNb" - default setting on Evo servers is "0" (ignore lap amount), the Nadeo default is "-1" (adhere to laps set in the map file).
If default setting, keep current behaviour, else use Nadeo-like record keeping.
