It should be located in step 1 at the very bottom. When unclick it shouldn't create sections and step 4 layout should change accordingly (hide side bar, etc).

@troyel what is expected Data Entry layout in this case? Single tab with each section as tables? Or we remove all sections /subsections/groups and just add dataelements in a single section?

We will refine this feature once we have the feedback from the users. We will use #46 to implement these improvements
