StringIndexOutOfBoundsException after clicking "Updates" button in the Admin menu

To reproduce -

1 - create a new database and run fEMR from the master branch to generate database.
2 - log into fEMR as admin and create a new user. Give the new user all roles
3 - update fEMR to super-femr branch
4 - Log in as the new user
4 - navigate to the Admin menu and click "Updates"
