Extreme issues creating match schedule (for event with few teams) #782

Describe the bug
At several of our league meets we've run into extreme difficulties trying to set up match schedules, where setting up match block times behaves badly and is time-consuming/error prone. Spurious "breaks" get added, it's difficult to set match block times, and sometimes small changes to a match block cause radical changes to the full schedule.

To Reproduce
Steps to reproduce the behavior:

I found it difficult to write text with the steps to accurately document/reproduce/describe the behavior, so I created a

Expected behavior
Setting values in match blocks should not cause radical/unexpected changes to the entire schedule.

I observed the same issue generating our schedule on Saturday. It took us several attempts to create a typical schedule.
