权限治理账户部署权限不起作用 #1833

使用的FISO BCOS3.11.0 控制台版本为3.7.0
如图当前链的部署权限为白名单模式账户的部署权限也是关闭的但仍然可以部署合约

已解决使用 getSystemConfigByKey 命令 auth_check_status 设置为 1，开启权限检查。
setSystemConfigByKey auth_check_status 1
