Monitoring - Deploy IRC bot for alertmanager notificaitons

In order to deliver Prometheus alerts to IRC, we need a bot to connect to the correct IRC channels.

We could use a free 14 day trial of PagerDuty, VictorOps, etc.

Or just use slack integration which is out of box? to some CNCF priv slack channel? (if we can live without phone call escalation)

We use IRC, not slack. I think it's possible to send webhooks to Riot, which might be good enough.

@yoe IRC bot was my first idea. It's a bit more work since we would need to setup a server, build the code, etc. One option is this bot.
