gstreamer rust plugins: Debian packaging #247

The gstreamer fallbacksrc plugin is a rust based plugin. We need it when ingesting into voctomix 2.0. Best packaged in Debian like everything else.

emailed the Debian bug and prospective packager Matthias Geiger.
checked irc.oftc.net#debian-rust
I'll also try and have a chat with some of the debconf people to gauge their interest in this.
