[Bug] Never translate these sites does not work with Always translate from English

Steps To Reproduce

1. Go to https://github.com/jacobEAdamson/RimworldMinifyMore

2. Click on Always translate from English (translates to Portuguese Brazilian, my language)

3. go to the extension option Never translate these sites and Put https://github.com or https://github.com/*master* (the pages I didn't want to translate were followed by "Master" for me to see the codes without translation, but translate the description. code: https://github.com/jacobEAdamson/RimworldMinifyMore/blob/master/Patches/UninstallAncientPatches.xml)

Expected Result

translate the description but not the codes. or at least don't translate this site and let it work on other sites always translating from English.

Actual Result

the extension will continue to translate because it gives more priority to Always translate from English than Never translate these sites.
