Consolidate deployment/management scripts #8

Deployment and management scripts are currently unorganized and confusing. Would be nice to consolidate into a single python script (see stacks/deploy.py) but still maintain the ease of implementation of shell scripts for adding new functionality (eg. easily be able to add shell-like scripts to CLI commands).
