Rules on a per-site basis

It would be really helpful if we could add rules on a per-site basis. That way we could have, for instance, only 1 "Department Directory" per school website. I know you haven't gotten around to the other guy's request from August yet, but I thought perhaps this was a bit more practical request that you'd be more likely to consider a core concern.

Hi @brimby - We reviewed what it would take to get this done right. Since it'd require more time than originally hoped, we're going to push it back to address later. Honestly, it might become a Craft 5 feature. If that changes, we'll share here. Sorry we can't jump on it sooner.
