Add support for firmware updates with fwupd

• Add a way to reset into bootloader. Using standard picotool reset interface and fwupd rp_pico plugin Implement picotool reboot #128
• Add quirk either to fwupd or to MS BOS 2.0 descriptor
• Create XML and CAB files
• Test update process and upload to LVFS
