You should add
PKG_FIXUP:=autoreconf

and apply also what this patch does:
https://github.com/gentoo-mirror/musl/blob/master/net-print/cups-filters/files/cups-filters-1.0.71-remove-c%2B%2B-pedantic.patch

and it's fixed again.
