Accessibility requirements (AR) and standard users: 2.4.6 Heading structure

Consider adding descriptive subheading to help new users and screen reader users understand what they can do on this page:

Proposed Text: You can search civil Registration index of births, marriages and deaths for England and Wales between 1837-1997.

AR 3.3.5 Help - user less likely to seek help if descriptive text is added and easier for the user to navigate without help.
