Contacts: Slim down / re-arrange IDs in copy/reply t

The current listing of IDs that a reply in Contacts can be copied or forwarded to appears to be all the IDs in the FreeCEN system.

I would suggest that at the top of the list are some key personel, probably by role rather than name.

Then list of counties, alphabetically (goes to County Cord of that county).

Then a list of any other IDs that might need forwarding to - for discussion, how much would this be needed? Might it be better for this to be a place where additional email address could be entered?
