Active = Yes is a marker on each UserID. It doesn't get changed by their activity. There is also a field in their UserID which is the date when they last uploaded a file. So to get a total of actually active transcribers the server just needs to scan the 3,000 odd UserIDs and check this date for greater or less than three months back from today.

Blocked by #1437. Once #1437 is complete then this is straight forward.
We would know if a transcriber is active if they have uploaded to FC2 in the past x months. However we do not even know whether a transcriber who is working on the FC1 spreadsheet is even registered. All the uploads are being done by the Coordinator. This cannot be achieved in FreeCEN until all transcribers are working on FC2.
