Cross-database searching by place

For consideration: the ability to search from a single interface across all three databases (and potential future databases) using the latitude and longditude of a place (a place can be a house, hamlet or county or country or ocean or anything in between).

FreeCEN #1034 is a story to implement this on FreeCEN.
