Create documentation for Codespace setup

Joseph will retry setup with Vino's support, and document the process. Create Codespace from MyopicVicar and install on Codespace.

This should also help future Ubuntu volunteers to install our dev env on their own systems.

Creating a development environment involves the following:
Install Ruby
Install NodeJS
Install Ruby on Rails
Install Mysql
Install MongoDB
Install Gems

Install FreeREG files

• mentor supply files (yml)

Load Data

• mentor supply MongoDB collections (json) - very large
• mentor supply data files (csv)

Setup email

• volunteer dependent

Will need to add Codespaces configuration file onto MyopicVicar repository
Disable email routine for dev
Disable search indexes for dev
