Optimize the contract bytecode storage footprint

Currently, we store the contracts bytecode for each contract separately. However, contracts may share the same bytecode but use different Salt or storage slots during creation.

In this case, we duplicate the bytecode on-chain while we could reuse it.

We need to optimize this case and avoid duplication of the bytecode.
