Describe the bug
If worldBorderCollisionRoundingFix is enabled and the world border is set so that it doesn't cover a whole block, players will be able to walk through it without encountering a collision.

To Reproduce
Steps to reproduce the behavior:

  1. Set world border to a number such as 19.1
  2. Attempt to walk through the world border
  3. Notice that you walked straight through

Expected behavior
I expect the world border to be solid.
