Below is a first idea. It is pretty much identical to the current layout, as I like its simplicity.

The suggestion lets users pick pack sizes between the two fixed scenarios (one&all packs) without disrupting the 3-box layout. One way to realize this could be using a 'drum' that users can rotate to their preferred pack size. The price below would automatically update to the selected pack size.
