Improve configuration for different vlei test scenarios

They should allow for singlesig/multisig/multi-user and composability across gleif/qvi/le/ecr etc.
@aydarng and I discussed this and perhaps it becomes like a github action yaml file, but that can be run from the test script, etc.

@aydarng will review the scenarios (single sig, multi user, multi sig, etc) and generated data with @HunnySajid and we can provide a demo UI feature to select the scenario to run the ui test.
