No continuous integration on repo #33

Currently, no tests in github workflows are run on this repo. This might be because it is a template

Note that there may be some sort of issue with the CI in current usage though, if i use the template then I get this error https://github.com/cmdcolin/jbrowse-plugin-trackhub-registry/actions/runs/3707655871/jobs/6284328940

error appears to be part of jest portion of the test (not cypress)
