One NSHM CWG team member should have permissions to create new repo owned by GNS-Science

Hi Chris,

Unfortunately not, the powers that be decreed to only let Enterprise Owners, of which I am one of three, be able to create repos. Even as an Enterprise Owner I don't have access to that policy to be able make the change.
