For Hazard sweeps we want to try different VS30 settings.

reference_vs30_type = measured
reference_vs30_value = 475 #ARG
reference_depth_to_1pt0km_per_sec = 260 #CALC v ARG
reference_depth_to_2pt5km_per_sec = 1.0 #CALC v ARG

@annehulsey to provide function(s) to return CALC ref_depth args for a given vs30_value
make these sweepable arguments so that VS30 and related parameters are rewrittem at runtime in config.ini
