From Digital.gov's site modernization audit:

Conduct regular usability testing and create a plan to test for usability:

Regularly using qualitative and quantitative data to determine user goals, needs, and behaviors
Acting on the results of user testing and measuring return on investment

Accessibility Guild will:

Create plan for user interviews and testing
Conduct user interviews and review new and upcoming changes to the platform to get user feedback on a monthly basis
Review feedback and integrate into planning
Digital.Gov will provide guidance and expectations for scheduling interviews and testing and check in to review results and make any UI and technical changes
