As observed in the O+M 2023-06-30, harvesting report email went out to deleted sysadmin user.

How to reproduce

Look at output of ckan harvested run with some harvest job closed.

Expected behavior

Report Emails go to active sysadmin users.

Actual behavior

Report Emails go to all sysadmin users, including deleted ones.

Sketch

Examine the logic under ckanext.datagovcatalog.harvester.notifications or ckanext.harvest.logic.action.update
and make sure not to include deleted sysadmins.
