Add redirect for https://developer.gsa.gov/

We need this redirect:

https://developer.gsa.gov/ --> open.gsa.gov

(We already have gsa.gov/developer --> open.gsa.gov)

@rdgsa The steps would be roughly:

1. Create a new GitHub repository that simply contains an index.html that redirects to open.gsa.gov
2. Add a new Federalist site based on that repo
3. Put in an IT service request to create the new hostname
