Complete the ELP Implementation to address ATO findings

Based on the December 3, 2024, meeting, the ELP Implementation with GSPCS is in a holding pattern until GSA and Google have a signed contract. Once the contract is signed, the ELP Implementation integration can begin.

According to the Biweekly Security Meeting Debra, will contact the team to find out if there has been any movement on the signed contract. A signed contract is delaying the process of moving forward with this ticket.
