Release Checklist

This checklist is used prior to a new release, to ensure everything works properly and that we have a high quality release.

Update version #
Do a local package install, ensuring all tests run properly
Publish final version to PyPI
Publish release in GitHub
Tweet about it
Update Change Log on site
