Not sure why this is locked, i did 46%, i should be able to adjust this! It should be like the top level categories, where i can adjust it whenever without having to edit manually.

The thing is, once you start to edit manually there is no going back to pairwise ranking. That is why we introduced the "Edit manually" step to begin with.

Without letting the user themselves say if they want to edit manually, how would the system know?
