Rewrite workflow cypress test as PHPunit functional test

Cypress test number 10, the workflow tests, fail about 50% of the time due to a timeout. The reason is not clear but there is also no real good for this to be a cypress test. Let's rewrite this as a PHPUnit functional test so we can just remove the cypress test.
