Allow buffering of metrics for some time or size

Add CLI parameters --buffer-ttl in seconds and --buffer-length. If set, add metrics to buffer instead of direct send to StatsD and flush every --buffer-ttl or when buffer length --buffer-length reached.

May be usefull to decrease network operations, if StatsD also has buffer of messages
