Bug: fix lingui

Bug Description
lingui extract has been outputting broken catalog files, not usable in crowdin.

Happened after vite migration.

Fix:

1. update to latest lingui
2. follow configuration used in good-design: 168 gooddesign localization GoodWeb3-Mono#171
3. resync with crowdin (maybe needs full reset)
   • Could also be just to update main source file (english)

putting it as low since we don't have active translators currently. Could be changed if we decide on using machine translations.
