Step addressing #2757.

Remove non-spec compliant BiDi+ commands and events.

Prerequisites:

Add well-named siblings of BiDi+ #2840
Switch Puppeteer to "goog:" BiDi+ commands #2841
Switch ChromeDriver to "goog:" BiDi+ commands #2842
Add warn logs when non-spec compliant BiDi+ commands are used #2843
Wait 3 Chrome major version releases after Add warn logs when non-spec compliant BiDi+ commands are used #2843 is landed
