Currently, driver-mode XDP programs are only supported on instances with GVE_GQI_QPL_FORMAT. Are there plans to add support for driver-mode XDP programs for GVE_DQO_RDA_FORMAT?

In particular, GCP's H100 a3-megagpu instances appear to use GVE_DQO_RDA_FORMAT. If I try to attach an XDP program in driver / hardware mode on this instance type, it fails with the following error message in dmesg:

[  716.986778] gve 0000:00:0c.0 eth0: XDP is not supported in mode 3.

As a result, I'm only able to attach XDP programs in generic mode on H100 instances, which has very poor performance.

I can attach XDP programs in driver-mode on the n2-standard-96 instance, which uses GVE_GQI_QPL_FORMAT, and I get good performance there.
