Fixes for "Developing for Govready-Q" #12

The "Developing for Govready-Q" page developing-for-govready-q/index is in a transitional state.

Things to do:

Fix the TOC.
Consider moving "Examples for Setting Up Your Development Environment", "PyCharm", and "Management Commands" to separate files.
Replace the first person language ("I will...") in "Management Commands" with objective voice.
In "Management Commands" the Command/Usage Notes tables are too wide for readthedocs. Consider reformatting with a term/definition-style list or other formatting which comes across better on readthedocs.
