Run an indexer locally in CI

Integration with the indexer (as a submodule) has been accomplished and the just recipes exist to run in CI, however we have no successfully been able to prove that we're running tier2 and the indexer together in CI.

@jhult i'm wondering if I can assign this to you. This is a classic case of "it works locally but not in CI". I can't quite see what the issue is, but just tier2 with the appropriate environment variables should be all that's needed to see this pass.

I've left the step in CI, but instead i'm echoing it out. But that command should be all that is needed.
