air filtration (m106) and m141 at the same time

When im correct, the part in

sets the chamber fan to full power if the fan is already running by any value or turns it of when it is already off.

Removing this part makes it possible to let the fan run by lets say 10% with m106 p3 S10 (like used by orca slicer) for air filtration when a filter is installed AND use the temperature control when the temp is above a certain value.
