View list of CANs

User Story

As an OPRE staff member, I want to see a list of CANs so that I can view all CANs across OPRE or find a specific CAN I need to view.

Pre-conditions

• Sufficient DB entries exists for CANs in multiple fiscal years and active states

Acceptance Criteria

• User can view a list of all CANs
• User can click a hyperlink or otherwise select a CAN in the list to access another view showing more-complete details of that selected CAN.

Additional Context & Resources

• Later on when user management/RBAC and/or staffing features are introduced, new filters based on CAN's attributed to "my division" and also CANs where the current user is the assigned Point of Contact should get introduced.
• Showing and filtering the list based on status should come later when the logic and functionality for a CAN's status is completed ( Story: Filter List of CANs #347).
• FY dropdown was added as a task on Story: Filter List of CANs #347 as well
